Governor Jerry Singson opened the Provincial Farmers Livelihood Development Center as an evacuation center to increasing affected families of Vigan City and Caoayan Ilocos Sur.

One hundred forty-one individuals and counting were accommodated as of the moment at the PFLDC. The Provincial Social Welfare and Development provided food for the evacuees.
