Six hundred seventeen college students successfully marched on and received their diplomas during the 47th Commencement Exercises of Ilocos Sur Community College last 03 July 2023. Department of Education Assistant Secretary for Field Operations, Dr. Francis Cesar Bringas served as the Guest Speaker. His speech focused on the responsible decision-making that each graduate must have in order for them to reach their goals in life.

Aldrin Umani gained the Governor Jerry Singson Academic Excellence Award.
