Dr. Arnel Doctolero, ISCC School Administrator delivered the speech of Gov. Jerry Singson during the 8th ACLADEB Summit of Leaders, Administrators, Deans, Educators and Students happened at the Vigan City Convention Center this 23 September 2022.

Other officials present during the summit were Mr. Dionisio G. Magpantay Founding Chairman and President of ACLADEB and Vigan City Mayor Jose Bonito Singson.
