To conclude the Ilocos Sur Siglat Festival 2024, the Provincial Government of Ilocos Sur awarded the winners of Ten Outstanding Youth Leaders of Ilocos Sur, Siglat Gobierno Lokal, Siglat Sanggunian, and Spring Development Grant during the State of the Heritage Province Address this 24 July 2024 at the Vigan Convention Center.
