The Provincial Government of Ilocos Sur staged the ONE Kabuhayan (Oportunidad, Negosyo, at Empleyo) through Bigasan Project for the 35 beneficiaries composed of PWDs, Families of PDLs, Displaced OFWs, Solo Parents, and Senior Citizens.
