At the authorship of Hon. Mildred Elaydo in 2018, the 10th Sangguniang Panlalawigan of Ilocos Sur Presided by then Vice Governor Jerry Singson, Provincial Ordinance No. 036-18, Series of 2018 was approved. This Ordinance has augmented financial assistance among differently-abled persons with a monthly cash allowance of P500.00 each from the provincial government.

In addition, Governor Jerry Singson has encouraged the PWDs to pursue their education, skills training and entrepreneurial development at the expense of the provincial government.
