The four-day Philippine National Volleyball Federation Under 16 Championship North Luzon Cluster was conducted in Caoayan, Ilocos Sur.

Participants from Regions I, II, III, and CAR will compete for the championship round. Said event was made possible through the collaboration of Philippine Sports Commission, Philippine Olympic Committee, Philippine National Volleyball Federation, Asian Volleyball Confederation, and the Provincial Government of Ilocos Sur.
