After successfully fulfilling the necessary requirements, Governor Jerry Singson graduated from the Bayang Malusog: Provincial Leadership and Development Program (PLDP) Accelerating Universal Health Care (UHC) this 8 November 2024 at The Heritage Hotel, Manila.

Other graduates from Ilocos Sur Provincial Health Team were Provincial Administrator Marlon Tagorda, Provincial Health Officer II Dr. Trina Tabboga Talaga, Provincial Health Officer I Dr. Lapaz Peredo, Provincial Legal Officer Atty. Nina Manalo, Provincial Accountant Leilani Arce, Provincial Planning and Development Officer Arch. Ester Iberra, Provincial Budget Officer Rolly Melandres, DILG Ilocos Sur Provincial Director Randy Dela Rosa, Provincial Health Team Leader Engr. John Foz and President Association of Municipal Health Officers of the Philippines – Ilocos Sur Dr. Lioba Tolentino.

PLDP aimed at equipping local health leaders the knowledge to strategically lead, govern, and manage their local health systems. It is a collaboration between the Department of Health, Zuellig Family Foundation (ZFF), and the University of the Philippines (UP) Manila College of Public Health (CPH).

The two-year, three-module program teaches the concepts of ownership, co-ownership, and co-creation through discussions, practicum activities, and deep dive sessions, all geared towards the greater goal of accelerating UHC implementation in the province.
