The National Anti-Poverty Commission (NAPC) led the Orientation Seminar on the Magna Carta of the Poor and the Local Poverty Reduction Action Plan (LPRAP) for the province of Ilocos Sur. This one-day event aimed to standardize the understanding of the Magna Carta of the Poor-LPRAP and operationalize the guidelines for LPRAP formulation. It also sought to guide LGUs through the requirements under Republic Act No. 11291, which mandates the government to progressively realize five fundamental rights of the poor: adequate food, decent work, quality education, adequate housing, and health.

The seminar was attended by Governor Jerry Singson thru SPM Benjamin Maggay. Vigan City Mayor Jose Singson represented by Vice Mayor Randy Singson, NAPC Deputy Director General Usec. Esnaen Catong, NAPC-PPS Division Chief Ron Mateo, NAPC RO1 Focal Person Alecxandrea Minhet Dela Cruz, and DILG Ilocos Sur Provincial Director Randy Dela Rosa.
