Gloria Arce, 48 years old from Brgy. Barraca, Vigan City emotionally thanked Governor Jerry Singson for giving her free prosthetic legs after losing her legs in the year 2022 due to diabetes. The artificial leg brings her hope as this will enable her to walk again and do her everyday routine.
