Governor Jerry Singson served as the Keynote Speaker during the Graduation and Completion Rites of more than 400 Alternative Learning System students of the Department of Education.

During the ceremony, the provincial government awarded incentives to all graduates. Certificates and cash incentives to the top performing elementary passers and junior high school completers were also provided.

Futhermore, the Governor led the ceremonial distribution of assistive devices particularly hearing aid to the students in need as well as ONE Ilocos Sur GO Bag containing emergency kits.
