The Provincial Government of Ilocos Sur has signed a Memorandum of Agreement with the University of Northern Philippines to strengthen their partnership and collaboration particularly in the conduct of research aligned with the One Ilocos Sur 10-point agenda of Governor Jerry Singson.

Present during the signing were UNP President Dr. Erwin F. Cadorna, Dr. Edelyn Cadorna, Vice President for Academic Affairs Dr. Rolando Navarro, Vice President for Research and Extension Dr. Fatima Rocamora, Vice President for Finance and Administration Mr. Albert Tejero, Dr. Eleanor Belizar, Dr. Irene Abigail Guererro and Dr. Luzviminda Relon.
