Governor Jerry Singson encouraged the young leaders of Ilocos Sur to continue their burning passion and commitment to serve and inspire their fellow youth during the opening program of the three-day 4th Titong Singson Youth Leadership Congress with the theme: “Youth of Ilocos Sur the Face of Excellence, Resilience and Influence”.
A total of 152 young leaders coming from the schools division of Vigan City, Candon City and Ilocos Sur including the 20 finalists of the Top 10 Youth Leaders participated in the congress.
Along with Governor Jerry Singson were Provincial Administrator Marlon Tagorda, Vigan City Councilor Janina Fariñas and Provincial Youth Development Officer Omar Ibatuan.
