Governor Jerry Singson and the Department of Social Welfare and Development Office RO 1 led the awarding of P20,000.00 worth of Seed Capital Fund as part of the implementation of Enhanced Comprehensive Local Integration Program (E-CLIP) to the seven former rebels of Ilocos Sur.

The program aimed to provide Livelihood Settlement Grant to identified beneficiaries as package assistance in establishing their own livelihood. Other attendees were Philippine Army 1stLT. Ferdinand Pulalon, SLP- DSWD Special Concerns Coordinator Roger P. Jimenez, and Provincial Social Welfare and Development Officer Rodrigo Llameg.
