The Norfil Foundation Incorporated in partnership with the Provincial Government of Ilocos Sur conducted the 2023 Palarong Panlalawigan participated by the children with disabilities of the two cities and 32 municipalities of the province.

Different developmental games were played by the participants namely; color wheel relay, cup blowing, shape relay, clothespin relay, tennis ball throw, 25-meter walk assisted and unassisted. Athletic events like standing long jump, basketball shooting was also offered.

The Palarong Panlalawigan is a yearly activity of the Norfil Foundation Incorporated that helps the children with disabilities experience such events to develop their physical and mental aspects.
