The Norfil Foundation turned over “Enabling Communities for Inclusion (ECFI) Project” to the Provincial Government of Ilocos Sur with the partner local government units of the province such as the muncipalities of Banayoyo, Bantay, Caoayan, Cervantes, Galimuyod, Lidlidda, Salcedo, San Vicente, San Esteban, Santa, Sta.
