Governor Jerry Singson represented by SPM Leopoldo Gironella Jr. served as the guest speaker during the Ilocos Sur Police Provincial Office Panangawis or a Homecoming for Peace, 1st PNP-TESDA Training and Renewal of Oath of Allegiance of the former Communist Terrorist Groups (CTG) supporters held at Salcedo Covered Court, Salcedo, Ilocos Sur.

The program aimed to give different government frontline services to over two hundred former CTG supporters from the 14 municipalities and cities in the province. Government agencies and the private sectors joined forces to ensure sustainable development to the former CTG supporters as they slowly return to the folds of the law. Also, to attain an equitable and continuing peace with the active support of the government in eliminating the influence of the Communist Party of the Philippines.

Furthermore, the provincial government distributed food packs to all former members of the Underground Mass Organization (UGMO) in the province.

Also present during the said event were Police Regional Director PBGEN John Chua, ISPPO Provincial Director PCOL Marlo A. Castillo, PCOL Antonio P. Marallag Jr., PCOL Reynaldo L. Lizardo, 702nd Infantry Brigade, 7ID, Philippine Army, National Government Agencies, Religious Leaders and several Mayors from the different municipalities and cities of the province.
