The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), through the Department of Interior and Local Government (DILG) inaugurated the four completed infrastructure projects in Brgy. Baluarte, Salcedo, Ilocos Sur.

Through the Local Government Support Funds (LGSF) of the national government under the Support to Barangay Development Program (SBDP) 2021, Brgy. Baluarte received P20-million budget for the construction of farm-to-market access road, school building, barangay health unit building and a public comfort room.
