The National Commission on Indigenous Peoples (NCIP) representatives through Provincial Director Atty. Marvin Biligan paid courtesy call to Governor Jerry Singson and gave souvenir books about people, culture and tourism destinations of the upland municipalities of Ilocos Sur.
