The Provincial Government of Ilocos Sur employees made Governor Jerry Singson feel loved during a surprise birthday program. The birthday celebration kicked off when the Governor was about to deliver his weekly message after flag ceremony, his microphone started not to function and then suddenly a loud birthday song was sung by the employees.
