4,500 registered farmers of the entire province will be benefitted to the Distribution of Black Plastic Sheets Program of the Provincial Government of Ilocos Sur through the Provincial Agriculture Office. This is in line with the 10-Point One Ilocos Sur Agenda of Governor Jerry Singson particularly Agricultural Productivity.

The ceremonial distribution was held at the Provincial Farmers Livelihood Development Center this 04 April 2023, wherein 84 farmers from Vigan City, Bantay, San Vicente, Caoayan and San Ildefonso received one roll black plastic sheet measuring 9×20 meters.

Governor Jerry Singson was represented by Sangguniang Panlalawigan Member Efren Rafanan during the event along with SPM Christopher Baterina.
